Ukraine is already focused on its rebuilding plan and will submit a 2,000-page long blueprint during the 4-5 July conference in Lugano. The plan outlines a broad list of infrastructure and security projects, investments in climate and the digital economy, and diversification of energy resources. EU officials said the EU will contribute most of the overall financial assistance, likely more than €500bln. The EU is exploring a mixture of loans and grants to complete this large financing package.
