In response to the worst violence outbreak in a decade, European leaders presented Kosovo and Serbia with a task list to defuse the tensions or face serious consequences. French president Macron and German chancellor Scholz urged Kosovo to conduct a rerun of local elections in its unstable north and demanded that Serbia ensure the participation of its ethnic counterparts in Kosovo. Both nations also need to establish a mechanism known as the Association of Serb Municipalities, which was agreed upon a decade ago to give Serbs more autonomy over economic development, education, and other aspects of their lives.
