Ukraine’s finance ministry is actively seeking guaranteed international financing to cover its 2024 state budget deficit. Since the crisis started in 2022, the country has been looking to secure about USD 5 bln a month for three months, with counteroffensive funding being one of the priorities. The finance minister indicated that defense and security sector expenses for 2024 would not be less than the expenditures in 2023, which surpassed UAH 1 tln, higher than the total taxes collected by the state.
