The EU has proposed a peace summit between Azerbaijan and Armenia this month. EC President Michel invited the leaders of both nations to a Brussels summit. Michel emphasized that any agreement should respect mutual territorial sovereignty and adhere to the 1991 Almaty Declaration’s border delineation. Notably, President Aliyev previously declined to attend the Granada summit, accusing France of hostility. There are reports that France might sanction Azerbaijan in response. Separately, Baku and Tehran have signed a letter of intent to construct a railroad through Iran to Nakhchivan in Azerbaijan.
