Her remarks, made ahead of a NATO foreign ministers’ meeting, align with renewed discussions in European capitals on negotiation scenarios to end the fighting in Ukraine, including different types of security guarantees, according to a senior NATO diplomat. NATO chief Mark Rutte, however, clarified that the focus of this week’s meeting is on expediting military aid to Kyiv, not on potential peace processes.
