Belarusian President Lukashenko has proposed an unconditional ceasefire in Ukraine with a ban on troop movements or reinforcements. Alternatively, he suggested that Russia could deploy all types of weapons, including the “most awful” ones. A Kremlin spokesman stated that the proposal would be discussed during bilateral talks in Moscow next week but would not change anything in Ukraine. These comments appear to be an effort to justify his decision to let Russian tactical nuclear weapons into Belarusian territory. Although, Lukashenko also mentioned that Belarus would control any nuclear weapons placed within its territory.
