In Kazakhstan, international oil companies have proposed building a new gas refinery, to settle a disagreement over USD 6 bln of costs at the Karachaganak oil and gas field. The proposed refinery would process natural gas, to be consumed domestically, and the construction costs would be deductible under the production sharing agreement. The proposal was led by Eni SpA and Shell Plc.
