On Wednesday, Russian and Ukrainian military delegations held their governments’ first face-to-face talks in months as they tried to reach an agreement on a UN plan to export Ukrainian grain to world markets through the Black Sea. Turkey offered to provide safe Black Sea corridors. According to Turkish officials, the UN said it would establish a center in Istanbul to control the shipments.
