Russian drones have inflicted damage on a Ukrainian port in Izmail, a city on the Danube River near Romania’s border. In July, Russia rescinded an agreement that permitted Ukraine to export grain via the Black Sea, and since that time, the Russian air force has been systematically targeting Ukrainian ports. Following the attack, global benchmark wheat futures in Chicago rose by 4%.
