Russia launched an intercontinental ballistic missile at the central Ukrainian city of Dnipro, marking the first reported use of an ICBM in the war. The missile reportedly launched from Astrakhan near the Caspian Sea, traveled over 1,000 km. Separately, the Biden administration informed Congress of plans to cancel USD 4.65 bln in debt owed by Ukraine.
