On Thursday, clashes broke out in DR Congo’s eastern region between military forces and the M23 rebels, a day after the presidents of DR Congo and Rwanda agreed to de-escalate diplomatic tensions over the insurgency. On Wednesday, Rwandan president Paul Kagame and his Congolese counterparty Felix Tshisekedi met in Angola and agreed on a roadmap that included an immediate cessation of hostilities and the retreat of M23 fighters. DR Congo accepted a proposal for an East African regional force to be deployed to help control the violence, but only if Rwanda does not participate. President Kagame accepted the proposal.
