Ghana’s finance minister has disclosed plans to exempt loans from the African Export-Import Bank (Afreximbank) from restructuring as the country seeks to refinance some USD 20 bln of its more than USD 30 bln in external debt to alleviate its economic crisis. Afreximbank asserts that it should be classified as a multilateral development lender, whose loans typically do not undergo write-downs during restructurings. Despite this, a Paris Club official maintains that Afreximbank is considered a commercial creditor.
