In DR Congo, a draft peace agreement between the Congolese army and the Rwanda-backed M23 militia has been shared by Qatari mediators under the Doha process. Both Kinshasa and M23 signed a declaration of principles in July but missed the Aug 18 deadline for a final deal. Qatar said both sides remain engaged and willing to continue negotiations.
